Abstract

This research was carried out because the retailers do not have a license to sell fuel products. The trading license is regulated in Legislation of the Republic of Indonesia Number 22 of 2001 concerning Oil and Natural Gas. It is hoped that this regulation can be obeyed by people, but in fact, there are still many people who violate this regulation by carrying out commercial business activities without having a business license. This problem became the background of this research. The research method used in this research was the normative research method using library materials of laws, regulations, and books related to the research. The formulation of the problem in this study was law enforcement against retail fuel products sellers based on the legal rules. From the results of this study, it can be concluded that everyone who wants to carry out commercial business activities must have a business license. A business license is needed in carrying out commercial business activities to serve as a legal basis and evidence if prosecution or a legal dispute occurs. The law enforcement can be carried out by the authorities such as the Police Investigators or the Civil Servant Investigators if there is a trading violation.
